The Countermeasures Study On One-stop Service Of Floating Population Of Ethnic Minorities In Xigang District

As the human resource is becoming more and more important today,the floating population of ethnic minorities has played a very necessary role in improving the level of the economic and social development.However,because of the diversification of ethnic habits and individual requirements,the floating population of ethnic minorities has caused various problems when they integrates into local society.Therefore,in recent years,many regulations and measures have been introduced in different regions,but none of them can solve the problem of helping the floating population of ethnic minorities to integrate into local society.Xigang District provides one-stop service for new arrivals,and conducts centralized management and services in a specific way,improving the level of management services and providing a new path for accelerating the integration process of the floating population of ethnic minorities.Through field surveys of the floating population of ethnic minorities management and services in Xigang District,this article focuses on one-stop service for the floating population of ethnic minorities and puts forward improvement suggestions based on the author’s summarization of the working experience in Xigang District,with the aim of finding out a new model to accelerate the integration of the floating population of ethnic minorities.In order to grasp the first-hand data,the author went to the Comprehensive Service Center of Migrant Population,the major carrier of one-stop service for the floating population of ethnic minorities and conducted interviews and discussions with the staff and service objects of the center to comprehend the work situation of the center and the demand and evaluation of the service.Through investigation,the practical experience in one-stop service for the floating population of ethnic minorities in Xigang District is summarized into four measures: Organic combination of online and offline services,integrating various resources,clearing appeal channels and ensuring legitimate rights,connecting inflow areas and carrying out the transmission of love.Based on the above aspects,"push-pull" theory and social integration theory are applied to sort out the existing problems in practical work.There are deficiencies in the following four areas.Public awareness needs to be improved;existing services don’t satisfy actual demands;no long-term institutional working mechanism has been formed;the guidance and services for religion and folklore are lacking.The article puts down the problems down to four factors,including not realizing the importance of enhancing pull forces from the cities,ignoring the in-depth exploration and understanding of integration requirements,not removing institutional barriers that influence the integration and unclear understanding of the self-positioning in the diversification governance system.As a result,three targeted suggestions are put forward: strengthening the integration of resources,both online and offline and improving public awareness;intensifying the orientation of service demands and improving management services;integrating resources and forming a diversified governance system.
