Study On The Diversification Of Urban Pension Service Supply In China

In recent years,the growth of economic growth from high speed to medium speed development,the trend of the total population growth in China is also significantly weakened.With the rapid growth of population aging,the demand for elderly services in urban area is increasing,the supply of old-age services has become an important factor affecting the current economic and social development.The state Council of PRC promulgated the China’s 13th five year projection of promoting equalization of basic public services in March 2017,which clearly points out that in the future,in the process of expanding the effective supply of basic public services,the government should innovate the way of supplying services.In particular,we will develop different kinds of suppliers.On the other hand,we will promote the diversification of supply.At the same time,the living standard of urban elderly increases with the economic development,their demand also becomes diversifiedly,as an important basic public service,the diversification of urban elderly service supply has become an irreversible trend,and an important means to optimize the supply of urban elderly services.From the perspective of welfare pluralism,new public service and collaborative governance,this paper expounds the realistic pattern of urban old-age service,which is constituted by home-based care for the elderly,community service,institutional endowment,and then,analyzes the advantages and disadvantages of home care,institutional care,community pension and so on.This paper argues that the main causes of the current urban old-age service supply are the lack of government functions and offside,inadequate market supply,family supply capacity and inadequate development of social pension institutions.the main causes of these problems are the government responsibilities,the limited development of pension services and the change of family structure.From the experience of the developed countries,encouraging commercial pension service institutions and non-profit organizations to participate in urban pension services which is in the order of government and establishing stable service team has achieved a great success,the paper argues that if China would like to develop the path of urban pension service providers,the government should play the leading role of top-level design,and introduce market mechanism,to accelerate the marketization of pension services.At the same time,pay attention to the basic role of family to the elderly service,and the complementary function of the community,so as to build a multiple supply system of urban elderly service.
