Since the party's eighteen years,the state has stepped up efforts to fight corruption,both fight the tiger,but also shoot flies,the results are significant.After President Xi Jinping took office,for the investigation and punishment of provincial and ministerial level officials are increasingly strong,especially with deputy national level officials Zhou Yongkang,Xu Caihou,Su Rong,Guo Boxiong,Ling Jihua is the highlight of the CPC Central Committee and the determination of the punishment of corruption.The official tomb,has always been our goal.There are places where there is the possibility of corruption,anti-corruption need to form a standardized,institutionalized,to be constrained.Therefore,to consolidate the results of anti-corruption,and then open up a new realm of anti-corruption,the establishment of civil servants property declaration system is extremely necessary.In fact,the property declaration system has a long history,as early as in our country in the Northern Wei Dynasty,appeared in the national register of official property system.However,as a relatively independent and important value of the system design,property declaration system is the western capitalist countries in twentieth Century,the product of political democratization.Since then,the system has been recognized as a valuable means of anti-corruption,and has been adopted by many countries in the world.China's civil servants property declaration system has not achieved substantial results,so to explore the reasons to find a solution is a priority.It plays a key role in Standardizing Chinese civil servants and establishing an effective system of civil service corrosion prevention.Based on this,this paper carried out research on the property declaration system of civil law,combined with the advanced experience of the current property declaration system of civil servants and the pilot of foreign civil servants property declaration system of China,the current civil servants property declaration provisions shortcomings were analyzed one by one,on the basis of proposals and solutions.Based on the basic concept of the civil property declaration system involved in the subject and basic basic elements to be discussed,which is the foundation to ensure the correctness of this research,but also to ensure the scientific research and the necessity of rigor.At the same time,this paper discusses the development process of China's civil servants property declaration system,and focuses on the experience of some local government civil servants property declaration.The establishment and operation of our country's civil servants property declaration standard laid the foundation for the construction of the property declaration system,and the practice of some local governments provided the reference and reference for the enrichment and perfection of the property declaration system.The current property declaration system of civil servants in the course of implementation there are some shortcomings and deficiencies,such as the declaration of the main scope is too narrow,the contents of the declaration declaration of intolerance,single type,not publicly declare the results,influence the development and effect of the system.Based on this,the article analyzes the legal basis of property declaration system in China,points out the legal problems need to pay attention to the conflict with the officials of the right of privacy;power corruption and power restriction;the credibility of the government,to study the legal problems and provides theoretical support for China's civil property declaration system establishment and the development of the.The study on the experience of foreign countries' civil servants property declaration system provides a practical basis for the establishment and development of China's civil servants property declaration system.In the above research,this paper puts forward some concrete suggestions to enrich and improve the property declaration system of civil servants,that is to improve the civil servant property legal system construction,the expansion of the property declaration subject and content,establish reporting review bodies,independent authoritative scientific setting property declaration time limit to determine the reasonable content and scope,increase publicity the source of the property and legal responsibility to conceal measures implement the property declaration publicity system.The implementation of the property declaration system of civil servants should be scientific and rational.For the property reporting system the valuable means of anti-corruption,we should be full of enthusiasm and expectations,it also adds a new anti-corruption force;however,the effect we don't demand it can make an instant,even a sensational effect.In short,in the civil service property declaration system in China,we are eager to meet it,at the same time with a scientific attitude to know it.
