Research On The Construction Of Political Consultative Mechanism From The Perspective Of National Governance

National governance modernization is the overall goal of comprehensively deepening the reform put forward by the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China.This goal is based on the overall situation of China's current reform,which is adapted to the economic and social transformation,it can also effectively solve the current social governance difficulties,in line with the future trend of China's political reform and development.How to effectively promote the modernization of the national governance system and governance capacity is the practical problem that every theoretical worker should pay attention to.The Political consultation mechanism as an important channel for the development of Socialist consultation democracy,its soundness and development are of great significance to perfect the socialist political system with Chinese characteristics and promote the modernization of national governance.However,the reality is that there are still many shortcomings in the construction of the Political consultation mechanism.Based on the theoretical perspective of National governance modernization,this paper systematically analyzes the existing problems of Political consultation mechanism and further points out the future path of its mechanism construction.The first part of the thesis is an overview of the basic theory of National governance modernization and Political consultation mechanism.The overall aim of comprehensively deepen reform is National governance modernization which is proposed in the new period by the Communist Party of China.The understanding of its basic connotation should be analyzed on the basis of grasping the concept of "governance" and "national governance".In addition,this part further summarizes the structural elements and basic characteristics of the National governance modernization.The Political consultation mechanism is born inherently in our country's unique political environment.Furthermore,its origin and development are based on Chinese specific historical reality factors such as specific institutional factors and cultural factors.The strength of the Political consultation mechanism's which is as a democratic governance model is an effective way to promote the modernization of national governance.Promoting the modernization of national governance and strengthening the construction of political consultation mechanism are two interdependent and parallel processes.They affecteach other and promote each other.The former is a powerful guarantee for the latter,and the latter is an effective undertaking for the former.The second part of the thesis is a theoretical explanation of the necessity of the construction of Political consultation mechanism in combination with the theory of National governance modernization.The internal fit of the two determines that the strengthening of the construction of the Political consultation mechanism is bound to promote the modernization of the national governance.This part discusses the positive role of Political consultation mechanism in promoting the democratization of governance,rule of governance,institutionalized governance,efficient governance,and coordinated governance.The third part of the thesis is to analyze the existing problems of the Political consultation mechanism.From the four aspects of the structural elements of the National governance modernization,namely,the governance subject,the governance object,the governance mode and the governance effect,combined with the political consultation of the CPPCC in the consultation subject,consultation contents,consultation procedures and the implementation of consultation results,etc.,to analyze the existing problems.The fourth part of the thesis is the strategy choice of the construction of the Political consultation mechanism.On the basis of combing and analyzing the macroscopic principles of promoting the Modernization of the national governance,the path of the mechanism construction is analyzed.The Communist Party of China is the leading force in the modernization of national governance,which determines the need to strengthen and improve the Party's leadership of the CPPCC;Good governance capacity is an indispensable element of National governance modernization,so the construction of a high quality CPPCC political consultation team is the system construction must pay attention to;It is necessary to establish a system of perfect coordination and reasonable procedure,which is the institutional support of the Modernization of national governance and the necessary measures to perfect the Political consultation procedure,therefore,the procedural construction of the Political consultation mechanism must be strengthened,at the same time to let the legalization of the system to further protect the procedural of the system;The implementation of political consultation results,not only determines the legitimacy and the rationality of political consultation can be achieved,but also reflects whether the national governance can truly meetthe wishes of the people and safeguard the rights and interests of the people,therefore,it is necessary to further ensure that the consultation results are put into decision-making and implemented.
