Research On The Political Consultative Mechanism Of The CPPCC From The Perspective Of New Party System

The Fourth Plenary Session of the 19 th CPC Central Committee pointed out that "China's institutional advantages should be transformed into governance efficiency".As a basic political system in our country,the new party system shows great institutional advantages,which can provide an important focus for improving the efficiency of national governance.The People's Political Consultative Conference(CPPCC)is an important platform for the operation of the new party system.Political consultation is the primary function of the CPPCC.The perfection and perfection of the political consultation mechanism of the CPPCC provides a mechanism support for transforming the institutional advantages of the new political party system into governance effectiveness.This paper takes the political consultation mechanism of the CPPCC under the perspective of the new party system as the research object,and draws lessons from the theoretical resources such as the theory of consultative democracy and the theory of the United Front,etc.,to theoretically discuss the development process,operation mechanism,realistic difficulties and coping strategies of the political consultation mechanism of the CPPCC under the background of the new party system.Under the leadership of the Communist Party of China,the political consultation mechanism of the CPPCC is an operational mechanism for realizing socialist democracy through effective participation and coordination with representatives of various political parties,people's organizations and all walks of life and other consultation subjects,based on certain consultation principles,on the organizational carrier and political platform of the CPPCC.The political consultation mechanism of the CPPCC has gone through a long process of development and evolution.It has gone through a period of formation and establishment(1948-1957),a period of tortuousdevelopment(1957-1978),a period of recovery and reconstruction(1978-1990),a period of intensified development(1990-2012)and a period of perfect maturity(2012-present)and so on.It is constantly maturing and improving.From the operational process,the political consultation mechanism of the CPPCC consists of four successive operational links: the consultation preparation mechanism,the consultation implementation mechanism,the consultation result transformation mechanism and its supervision and feedback mechanism,which provides a mechanism guarantee for the CPPCC to perform its political consultation function more finely.At present,the political consultation mechanism of the CPPCC is playing a positive role in improving the level of political consultation.At the same time,it is restricted by subjective and objective factors and has certain operational difficulties,which are shown in the following four aspects: First,in the consultation preparation mechanism,there are problems such as the clarity and quality of consultation topics need to be improved,and the forms of consultation need to be enriched and perfected.Second,in the negotiation implementation mechanism,there are problems such as unequal status of negotiation subjects,insufficient negotiation and discussion,and the urgent need to improve the consensus-building mechanism.Third,in the transformation mechanism of negotiation results,there are problems such as the ambiguity of the system and regulations on the adoption and feedback of negotiation results and the insufficient attention paid by some leading party and government cadres to the adoption and feedback of negotiation results.Fourth,in the supervision and feedback mechanism of negotiation results,there are problems such as insufficient research on the effectiveness of negotiation results and insufficient social supervision of the supervision and feedback mechanism of negotiation results.In view of the above-mentioned operational difficulties,this paper,based on the practical exploration and relevant theoretical thinking of the local CPPCC,puts forward the following four suggestions for improving the political consultative mechanism ofthe people's political consultative conference: first,to improve the consultation preparation mechanism by continuously improving the clarity and quality of political consultative issues,perfecting and enriching the forms of political consultation,etc.The second is to improve the consultation implementation mechanism from the following three aspects: promoting the equality of legal status among political consultation subjects,improving the consultation and discussion process and improving the level of consensus reached through consultation.The third is to improve the relevant system and regulations and increase the attention of party and government leading cadres to the adoption of consultation results,continuously improve the adoption of consultation results,and promote the transformation mechanism of consultation results to be increasingly perfect.The fourth is to improve the supervision and feedback mechanism of the negotiation results,continuously strengthen the investigation of the effectiveness of the negotiation results and improve the social supervision of the supervision and feedback mechanism of the negotiation results,so as to promote the implementation of the negotiation results to be carried out in detail.
