Research On Social Governing Functions Of Clan Organizations Based On Qinghe Zhang Clan

The third Plenary Session of the 18 th CPC Central Committee of Communist Party of China made improving and developing the socialist system with Chinese characteristics,and promoting national governance system and governance capacity modernization as the overall goal of deepening reform.Our country is in the stage of deepening reform,putting forward the concept of modernizing governance is in line with China's historical and cultural heritage and the current level of economic and social development,which will cast a profound impact on the developments in politics,economics and society of China.The blood clan is an unique phenomenon in China and an indispensable part of our society which has played an important role in various historical stages,which modern governance system cannot do without.At present,the clan organizations still possess unignorable functions in social integration,promoting social structure interaction,leading the development of the society,and promoting folk communication.However,due to the natural closeness of its own and external environmental constraints,the clan organizations are not fully functioning on the social governance.The government need to guide and regulate them,provide a good external environment,and urge the clan organizations to improve internal management,so that the clan organizations can be used as innovative new social governance and governance mechanism,and can play a unique role in the promotion of national governance systems and governance capacity modernization process,and become a positive force to improve and develop the socialist system with Chinese characteristics.As a typical representative of clan organizations,Qinghe Zhang clan association has showed its functions in enhancing social cohesion and communication,promoting local economic development,carrying forward the fine traditional culture,promoting democratic political consultation,and expanding foreign exchanges.However,problems are exposed during its functioning process,such as its immature development,limitations,and internal management problems,which hindered the healthy development of the clan organization.Improvements should be made in clan organization management system and its own construction to make it better.In current and a future period of time,the clan organization will still exist in its own way in our social life,researches should be carried out to make clan organizations participate in social governance,show better positive functions,reduce negative social impacts,promote the healthy development of its own,and to provides the reference for the clan organization management later.
