Research On Accountability Of Social Organization Coordinating With Government In Public Services Supplying

Social organization is the core element of our civil society,with the country's strong cultivation and support,China's social organization construction has made great achievements,and has become an important subject in the national governance system.The advancement of social organization collaborating with the government to provide public services is an important topic of Chinese state governance system and modernization construction of governance capability at present.However,in the process of social organization cooperating with the government to supply public services,the lack in sense of responsibility has been a prominent problem gradually,especially showing as unclear duties and lagging supervision,which become important factors that restrict the social organizations to cooperate with the government.It is helpful to guide and standardize the behavior of social organizations in collaborative governance,to improve the level and efficiency of public services supply in China,to speed up the construction of a modern social organizational structure with clear responsibility and legal autonomy by researching social organization accountability in collaborating with the government to provide public services.In view of this,this paper takes the cooperative governance theory as the research basis,chooses the social organization in the cooperative organization supplying public services as the research object,starts from the current situation of practical exploration in China,supplies innovative and useful paths to social organization accountability in collaborating with the government to provide public services,to speed up the building process of social organization collaboration government governance and standardize the social organization accountability in cooperative governance.From the perspective of the analysis framework,based on the theoretical and practical significance of accountability research in social organization collaborating with the government to provide public services,this paper summarizes the research status in the domestic and overseas academic circles and then has a discussion with the principal line of social organization accountability.In the aspect of conceptual definition and theoretical basis,the new public service theory,collaborative governance theory,principal-agent theory and stakeholder theory are sorted out in detail,and construct the "five-dimensional" accountability analysis framework of social organization including the basis of accountability,accountability subject,accountability object,accountabilitycontent and accountability method.Meanwhile,the significance of social organization accountability in collaborating with the government to provide public services is emphasized from three aspects that social organization undertakes the government to provide public services responsibilities;social organization supply of public services misconduct leads to low credibility;and lack of supervision towards social organization in providing public services collaborating with the government.The practice of social organization accountability in providing public services collaborating with the government in Changchun is selected as the model case,to analyze the achieved effect and improvement direction of realistic difficulties of Changchun in practice,and point out the particularity and universality of practical experience of Changchun case.On this basis,it focuses on introducing the situation of social organization accountability in collaborating with the government to provide public services in China,sums up the practical problems in the practice exploration in China,and puts forward pertinent suggestions on the problems,so as to improve the social organization accountability in collaborating with the government to provide public services in China.
