Study On Urban Community Governance In Wuhu From The Perspective Of Co-governance

Community is the basic unit of city life and the cell of urban society.With the development of modernization and urbanization,the com munity plays a more and more important role in city community governanc e and service.The role of community is not only the workplace people livin g in,but also as an important platform of community governance and the main carrier of social change.In the present development of the city,the co mmunity has become the focal point of all kinds of interest groups,collecti on of all kinds of resource relationships,the birthplace of various social or ganizations.Since the reform and opening up,the development of China’s market economy and the process of city is advancing,governance pattern between city society and community has changed.On the one hand,nowadays,the decentralized administration reform and the transformation from omnipotent government to limited government is a major task of government,at the same time the government should follow the social operation law,take the necessary public affairs;on the other hand,with the diversification of social interest groups and the optimization of social structure,people will gradually strengthen the desire of democratic participation in community governance.In recent years,the number of social groups incidents caused by social contradictions has a increasing trend.But in essence,the the most important goal of social development is to meet the social demand,should aim at serving people,convenience is the core power of community development.To clarify the relationship between government and society,advocating multiple subject participation,improving public services,completing infrastructure,is the development direction of future city community governance.the new development of community,calling for a new mode of community governance.The rising of governance’ s concept is to adapt to the changes of social political economy,responding in theory and practice,to make up for the"government failure" and "market failure" phenomenon that government and market caused in the social management,trying to build a community governance mode of the multidimensional interactive governance between government,community autonomous organization and community citizens.This paper takes Wuhu city community as the starting point,focus on current situation of community governance in Wuhu,summarized the"Wuhu experience" that the current Wuhu city community construction has accumulated,to sort out the existing problems in the construction of Wuhu city community,proposes keeping pace with the times and operational countermeasure such as highlights the function of basic government services,stimulating community multi subject,seeks community governance path to fit the traditional characteristics of Wuhu and fit the law of social and economic development in Wuhu,improves Wuhu city community governance system and provides experience for domestic small and medium-sized city community governance.
