Research On The Registration Problem Of Countryside Homestead

Rural residential land use right is the foundation of the farmers,rural and national economic and social development,is both public and private double value orientation of usufructuary right.With the constant increase of economic construction,the current system of rural residential land use right registration has not been able to meet the needs of the society.China attaches great importance to the right of homestead registration problems has launched thirty-two pilot reform related aspects,this article is in view of the reform practice,aiming at the current situation,putting forward the current homestead registration problems,and the construction of the right to homestead registration mechanism and put forward scientific suggestions.The dissertation consists of three parts,namely the countryside homestead right of registration,the current status of rural residential land use right registration problems and Countermeasures about the problem of registration right of rural land use.The first part debates China's current rural land use right registration status,from the macro grasp of the selected typical cases,the reform of the country's thirty-two test in ShanDong Province,Laiwu City,SiChuan Chengdu city reform pilot work status as the key analysis object,especially links its highlights and shortcomings from a objective analysis.The second part,based on the test in question,comprehensively analyzes the problems existing in the practice of the registration right to the use of rural residential land.The right to use the homestead right registration practice,serious lag the existing registration system,land area,the number of serious exceed the standard,the homestead file data confusion,unclear ownership is unknown,the registration staff shortage,lack of funds and so prominent,and the system of our country on the homestead registration is not perfect,for unity the lack of household registration,the registration body specification,these problems is China's current land use rights is indeed the right registration dilemma.The third part puts forward the Countermeasures for the problems of the present existing homestead registration,including the unified real estate legislation,explore homestead paid exit mechanism,establish and perfect the homestead ownership information management system and the rational allocation of human resources,increase capital investment etc..In conclusion,this dissertation is based on the status of the homestead right problems analysis of registration,and the rural residential land use registration system,putting forward scientific suggestions.
