The Study On The Right To The City,Facility Production And NIMBY Conflict

"Why the formation of the NIMBY dilemma?" "How should the production of NIMBY facilities be carried out?" How should the government deal with the collective expression of the right to city of city residents?" These three questions are the core of this paper,and the value of this study.This paper introduced the right to the city theory,the theory with the aid of hope is devoted to explaining the NIMBY dilemma generation logic,and on the basis of value judgment on the right to the city of NIMBY facilities production and NIMBY conflict coping strategies are normative thinking.The right to city is essentially a kind of space right,which allow city residents to enjoy the city space resources and participate in city space production process.Sharing the both the benefits and cost of city development is the main point of the right to the city.In the perspective of the right to the city,residents against NIMBY production of NIMBY action is the collective expression of the right to the city,residents and government facilities in production of cognitive differences with "sharing the benefits "and "sharing the costs" as the core of the city right triggered the NIMBY conflict in neighboring,NIMBY facilities in the production of the city government in response to the lack of rights and the NIMBY conflict in the deviation of cognition and action to resolve the conflict that ended up in NIMBY dilemma.Recognition and realization of the right to the city is the key to get out of the quagmire of the dilemma.This paper argues that there are two processes in the process of the evolution of the adjacent dilemma,that is,the process of the production of the facility and the process of the collision avoidance.This paper wants to find out the contradictory trigger points in the production of the facilities and the factors that affect the conflict between government and neighbors.This paper argues that the neglect of the rights to the city in the process of the production of the facilities in our country,as well as the cognitive and behavioral bias in the government's conflict with neighboring countries is the main cause of the formation of the dilemma.When the facility is located around the residents of the city to avoid production facilities in neighboring rights in cannot be effectively guarantee will inevitably lead to the NIMBY conflicts,and the government in dealing with the conflict in response to the cognitive and behavioral bias,resulting in NIMBY conflict escalating eventually evolved NIMBY dilemma.This article from the recognition and implementation of the right to the city put forward a feasible way to resolve NIMBY dilemma,dilemma to resolve to build a city to accommodate that right NIMBY production mode,at the same time,the government should avoid actions to redefine the citizen's neighbors,and take the initiative to establish communication and negotiation mechanism of pre formed,conflict coping strategies for the premise of the consensus.Looking for the balance of "sharing the benefits" and"sharing the costs",so that the benefits of the development of the city to every city residents,should become the value orientation of our country's facilities.
