Space,Power And NIMBY Conflict:the Collision Between The Government And Public In The Production Of The NIMBY

It has been over ten years since the NIMBY research began in China,the scholars have been focusing on this problem and made great progress.From different perspectives,the perception about NIMBY has also gone from shallow to deep.However,this does not mean that the discussion of NIMBY has been finished.How should we define the nature of the NIMBY conflict and understand the logic behind it?And what can we do to deal with it?This is the critical issue in this article.Through the review of the theory of space production and the study of the relationship between space and power,we propose a binary analysis perspective of "space-power",hoping to re-recognize the nature of the NIMBY conflict and its logic.Besides,we wish to enrich the comprehension about this problem and provide some constructive advice to resolve it.The history of the entire human race can be regarded as a history of space production and power competition.It is the city that carries the expectations of a better life of mankind,and it has been the stage in which space and power play a role.Especially in the process of urbanization in modern times,the interaction between space and power is increasing.Space becomes an important carrier of power operation.The shaping of space follows the logic of power.At the same time,power plays a role via urban space.Both of them have been being the driving force of the development of city.As a microcosm of the interaction between space and power in the process of urban development,the NIMBY conflict refers not only to an emergency,but also to a state of opposition between the government and the public.Based on the perspective of"space-power",this paper argues that the essence of the NIMBY conflict is the competition between the government and the public for urban space and power.The article uses the method of multi-case analysis.Under the logic of "space production-space invasion-space conflict",the public takes the lead in privatizing space based on market logic,and then strengthens the control of specific space through daily space practice activities.The government relies on public power to complete the occupation of the neighboring facilities,then it constructs a positive image of the neighboring facilities based on its own knowledge and information.However,the objective negative externalities of the NIMBY have led to the invasion of "heretical space".The public has tried to press the government in different forms in order to get rid of the "invasion"crisis,trying to seek a reasonable response from the government.The government failed to satisfy the demands from the public,and trying to use the power to suppress the collective action of the public.In the end,it led to a fierce conflict.Behind this conflict is the desire of the public and the government to compete for space resources,and the desire to retain and expand power.Both sides wish to achieve a new balance with the compromise and concession of other side.The way to resolve the conflict between the government and public is to create a shared space which can provide multi-values.The government should first abandon the irrational definition of public collective action,recognizing and respecting the legal rights of urban residents such as the right to subsistence and participation.At the same time,it can invite the third-party to act as mediators and seek consensus between government and residents.The government should also give residents reasonable compensation and feedback for the possible risks of the NIMBY.Finally,they can realize the creation of shared space through space optimization or replacement.
