The democratic parties manifest themselves in the country’s status and value through the participation and influence in public policy. In many areas of public policy making, the democratic parties play a more important role in input step of the process. Typically, the democratic parties annually have many ways to express or input benefits, including CPPCC proposals, special reports, public sentiment, political consultation and other channels. These channels allow decision makers to hear different voices to promote public policy more democratical and scientific.Over a very large number of benefit expression, only minority interests are put on the agenda after decision-making layer considering as a whole. Then, how can some problem be on the agenda? Why can some problems be attached to the agenda, while others do not? The democratic parties observations suggest that only a few have been adopted, how to make more issues into agenda? This article attempts to explain the similar problems.This paper aims to make a preliminary study on the step of input process, which is the core part of democratic participation in public policy making, on the base of the empirical investigation and typical cases of Zhejiang Provincial NLD participation in public policy making, using John· W· Kingdom multi-board origins analysis as a theoretical basis and the main research tool. This paper aims to use Kingdom’s way of problem flow, policy flow, and political streams flow to explain the internal mechanism of the process of "problem into the agenda" and the existence of variable factors, such as political factors, the policy environment, leaders, participants means, problems and so on, trying to restore democratic parties’ the entire process and the real situation of input process in public policy-making.Meanwhile, this paper strive to improve analysis of multiple origins, and to provide a realistic model or paradigm of public policy participation with China’s political reality and the policy process practice, for its own characteristics and advantages of the democratic parties.The innovation of this paper is as follows:Firstly,"the democratic parties" are selected as an entry point to China’s public policy research. Secondly, Kingdom’s multi-board origins analysis is introduced as a theoretical framework of public policy making, a number of cases are selected for the application and validation, and Kingdom’s multi-board origins analysis is improved to be a framework of democratic parties participation in public policy-making practice based on our multi-party cooperation and political system in the real. At the last, the entire input process of public policy formulation was to be theoretically and empirically researched from the reality of the democratic parties. In contrast, the aspects of public policy decision-making, implementation, evaluation and so on are deficiency of the research evidence and practical significance of democratic parties participation.
