Study Of The Rural Basic Level Multivariate Cooperative Governance Model In China

How to realize the effective governance of rural basic level has become the focus of academic attention.Years of practice show that multi subject cooperative governance is an effective method to solve rural basic level problems.However,the question of how to construct the rural cooperative governance model and what role each participant plays should be further explored.Based on this background,I select the rural basic level governance of Z County as my research object and the point of governance model changes for starting my study.This paper attempts to combine the theory of cooperative governance,and learn from the experience of rural governance in Z county to build a new model and strive to So as to achieve effective governance at the rural basic level.First of all,this article uses the literature research method to analyze the related literature.On the basis of summing up the previous research results,we find the shortcomings of the existing research.Secondly,based on the rural basic level governance case of Z County S Town,the C Town,the D town and the B town,this paper uses the method of case analysis to do empirical research on multivariate supply of public goods,rural hollowing out the pluralistic governance,rural environmental issues and so on.The practice of rural basic level governance in Z county showed that the possibility of government and farmers and social organizations,the market mechanism of cooperative governance and possible ways,but also reflects the drawbacks and shortcomings of the current multi cooperative governance model.Fourthly,based on the demand of rural transformation and new urbanization,the paper combined with cooperative governance theory and learn from the experience of the Z County rural governance to build the mature and perfect multivariate cooperative governance model,The key of the model is that the the cooperation of plural subject,such as government,farmers,village committees,social organization,market,at the same time,pay attention to the effective use of decision-making mechanism,supervision mechanism,benefit sharing mechanism and competition mechanism.On this mode,every subject is equal.In order to ultimately achieve effective governance in rural areas,through dialogue and negotiation,the parties cooperate with each other and share power and use a variety of governance tools to manage the rural public affairs and provide public services.In addition,I summarize the paper and we point out the matters needed to pay special attention when using multivariate cooperation governance model to effectively solve the problem of the rural social governance in our country.Based on the experience of rural basic level governance in Z County of Anhui Province,the model of cooperative governance exist the problem of small sample,and whether the cooperative governance model is applicable to other provinces or regions still needs further need further testing and research.
