Research On The Government Guidance Mechanism In The Construction Of Navigation Culture

As one of the cradles of the world civilization,China has a long,splendid navigation history and cultural tradition.But it faded out the world stage of sailing after Zheng He's seven voyages in the south sea,and gradually formed a predominantly agricultural self-sufficient economy culture system.This kind of introverted "loess culture" lead China's cultural field for a long history,has still been a subconscious influence on national thinking.It is not easy to wake up the potential national "blue gene",and the effective guidance of the government is particularly important.This study is aimed at serving China's maritime power strategy.This paper adopts literature analysis method,system analysis method,case analysis method,the combining theory and practice research method.Government guidance mechanism in the construction of maritime culture in effect are analyzed,and a series of countermeasures put forward to solve the existing problems.In the structure,the first chapter introduces the research background and research significance of a literature review,the research ideas and research methods;the second chapter defines the core concepts,establish the theory basis;the third chapter analyzes the government's commitment to the role in Maritime Cultural Construction,the article thinks that the government is making and Maritime Cultural construction practice guide construction,maritime culture propaganda,maritime culture system of maritime culture construction and operation system construction,Maritime Cultural Construction related policies in Maritime Cultural Construction,and to clarify the situation of Maritime Cultural Construction;the fourth chapter from the government to play a role in the cultural construction in navigation starting with the status quo of marine culture in China,found the government Maritime Cultural Construction of the lack of functions,functions of the exercise is not sufficient Or the function offside and so on,and analyzes the causes of these problems;the sixth chapter is the conclusion of this paper,mainly for the optimization of the construction of China's maritime culture in the construction of government functions to make some specific recommendations.This paper puts forward the optimization of government functions in the construction of maritime culture from five aspects.First,explore the establishment of advanced maritime culture system;second,to increase maritime culture propaganda;thirdly,the construction of marine culture system;fourth,strengthen maritime cultural construction security policy support;fifth,to carry out cultural construction practice guide navigation.
