In the report of the 18^th Chinese Communist Party?CCP?national congress in2012,“improving socialist consultative democracy”is an important task of China's system innovation.At present,China is still on the road of exploring the socialist democratic politics with Chinese characteristics,and we need to draw lessons from history to explore the experience of democratic politics.Today consultative democracy,united front,multi-party cooperation and political consultation system under the leadership of the CCP are deeply characterized with the sear of the Chinese revolution and have close relationship with the first meeting of the first session of the Chinese People's Political Consultative Conference?CPPCC?in 1949.The first meeting of the first session of CPPCC is the starting point of the founding of the People's Republic of China?PRC?,it is a form of the people's democratic united front,it is a model of consultative democracy and political consultation and exercise the function of the Nation People's Congress?NPC?.It has great theoretical and practical significance to research deeply on the evolution of this conference.This paper investigates and analyses the process of the conference from the historical perspective,it regards the change of China times as the writing background,it revolves around“why convene”,“who convene”,“consultation what”,“how to consultation”and so on,it descusses deeply the process of how the CCP consulte with Democrats about nation founding to seek common ground and put aside differences.The whole process of the conference reflects the special locus of the development of China's democratic politics and reveals the vigorous vitality of China's consultation democracy.The structural design of this paper is to expound the whole process of the first meeting of the first session of the CPPCC in chronological order.This paper is divided into three parts:introduction,text and conclusion.The first part is the introduction.It expounds the origin and significance of the thesis and gives a brief introduction to the research status,research thought,research methods and innovations of the thesis.The second part is the text.The text is divided into 6 chapters.Chapter one,the origin of the political consultative conference and the post-war Chinese politics.Focusing on the source of political consultation thought,it traces back to the ideology of Sun Yat-sen's party organization thought,which evolves into the Chinese party's political consultative thought.The paper combs the process of the development of the new form of party organization thought in practice.After the victory of the Anti-Japanese War,the forces of all parties contribute to the political consultation in 1946,and political consultations carry out on basic issues such as the national assembly,the founding of the PRC and the reorganization of army.Althouth Kuomintang tear the CPPCC resolution,the spirit and principles of the political consultative conference remained.Chapter two,the“May 1”call,which makes the middle parties and CCP reach a preliminary consensus.First,it analyzes the background of the“may 1”call of CCP,that is,the military,economic and political forces of the two sides are avail CCP.Majority of the middle party's response to the“May 1”call is overwhelmingly enthusiastic,but minority of parties hold wait-and-see and sceptical attitudes.The response of the middle parties to new government has divergence,such as whether the fifth proposition of the“May 1”call is the continuation of the thought of Sun Yat-sen's national assembly and is it convened by CCP or the alliance of three parties.Despite of the divergence,there was a basic agreement to“convene a political consultative conference to form a democratic unity government”.Under the leadership of the CCP,the new CPPCC movement centered on Hong Kong is launched,which opens the way for the CPC to negotiate whti the democratic parties.Chapter three,replying message of Mao Tse-tungs in August and the overall launch of the new CPPCC.First of all,Mao Tse-tungs analyzes the reasons for the delaying of the restoration of the democratic people in August,and points out that the new CPPCC have entered the“official decision and implement period”.Second,I analyze the political preparations of the CPPCC and design the basic pattern of new China.He launches a movement,the CCP has overcome difficulties to transport a large number of democrat to the liberated areas to discuss the idea of the founding of new China with CCP.Finally,I emphasis on the CCP and democra negotiate with each other about the new political consultative including time,place,scope and procedure,the two sides take equal consultation and seek common ground while put aside differences as the principle,reach on“protocol of the problem of convening the new political consultative conference”.Chapter four,the consensus of carrying the revolution through to the end and the negotiation of new China.Because of the victory of three main battle,the political and economic situation of Kuomintang deteriorate rapidly,Kuomintang launches the“peace movement”,the United States and the Soviet Union support peace negotiation,part of the middle parties vacillate and support Li Tsung-jen peace negotiation.Mao Tse-Tung call on“carrying the revolution through to the end”,the middle parties respond,and publicly consciously accept the leadership of the CCP to prepare to new political consultation,and start to the negotiation of the founding of the CPPCC.Chapter five,the fundamental change of the situation and the substantive preparation of the new CPPCC.Under the internal and external forcesl of the Kuomintan,Li Tsung-jen probe the“peace”,which opened the negotiation in Peking,which failed due to the lack of sincerity of the Kuomintag.CCP and the Chinese Democratic Party?CDP?quicken the pace of the negotiations,and the preparatory committee forthe new CPPCC convene,which congratulate in various forms.One of the most important issue in the preparation of the new CPPCC is the issue of the representative of the new CPPCC.Promoting the establishment and improvement of people's organizations across the country actively lay the foundation for the people's political consultative conference.Chapter six,the practice of political consultative spirit and the convene of CPPCC.The first meeting of the first session of the CPPCC which held in Peking,reflects the understanding of the spirit of political consultation of CCP and democratic party.Agreed political consultative.The third part is the conclusion.Throughout the whole process of the first meeting of the first session of CPPCC,it comes to the conclusion that the multi-party cooperation and political consultation led by the CCP is an inevitable choice for the development of Chinese society.Mutual respece,full consultation,seeking common ground while aside differences,are necessary conditions for the negotiation of founding a country.The establishment of social groups is a necessary complement to multi-party cooperation.
