Empirical Study On The Access Of Open Government Data Platform Performance Based On DEA

The government generates and stores large amounts of data through the fulfillment of administrative functions and the management of social affairs,which can be used as public resources and contain enormous economic and social values.Now,it has been blowing a "wind of opening government data" in the world,and the teams which actively participate in the open government data plan is growing,so far the world has more than 100 countries uniformly opening platform for government data.In June 2012,Shanghai took the lead on the "Shanghai Municipal Government Data Service Network" for trial operation,followed by other local governments such as Beijing,Wuxi,Wuhan,Qingdao and other places which have also launched their own open government data platform.At the national level,on August 21,2015,the State Council clearly put forward that before the end of 2018,we should achieve a unified sharing platform for full coverage and data sharing and exchange,and built a national government data unified open platform.There are more and more open government data platform,but how to open the government data platform to assess the situation,is still in the exploratory stage.There are many third-party organizations in practice abroad,and many scholars in the academic level are making the theoretical discussion,but all of them are still in its infancy.In order to make the open government data better to achieve,and to truly facilitate people,it is necessary to scientifically assess the actual constructed situation.Based on the practice and theory of the evaluation of open government data at home and abroad,this paper aims to establish the DEA(Data Envelopment Analysis)model,which is based on the "open data barometer" index system and the public sector in the benefit evaluation,and based on the DEA model,establish the system of open government data platform constructed evaluation.The open government data platform of China's nine representative regions were selected,and collected by literature research,data acquisition and manual observation.The collected data analyzed in detail by Matlab 2015 a and obtained the relative validity of the nine subjects.And then use the target setting method to guide the construction of the data open platform for further information.Finally,from the empirical results concluded that the current construction of China's open government data platform in the data resources and organization can basically meet the level of the local basic conditions,but its main service objective is to let the public informed rather than value-added,so in under such a guidance of the concept,the construction of open government data platform in the user participation and use of the results are unsatisfactory.Therefore,combined with the previous construction of the evaluation model,from the basic conditions,data resources and organization,user participation and using effect,I come up with some countermeasures and suggestions to better achieve the goal of the completion of national government data unified open platform before the end of 2018,but also provide a new way of thinking on the open data platform constructed evaluation.
