A Research On Problems And Countermeasures Of Rural "Village Merge" Community Governance

For the last 30 years of reform and opening-up,along with the development of market economy and the system reform of rural economic,with the accelerating of urbanization,urban and rural integration process in our country.The third plenary session of the 18 report clearly pointed out that adhere to the new path of urbanization with Chinese characteristics,promote the human-centered urbanization,promote the coordinated development of big and medium cities and small towns and development,industry and town fusion,to promote coordinated advance of urbanization and new rural construction.In recent years,all over the country to speed up the urbanization process,such as Shandong,Jiangsu,Zhejiang,Jiangxi and other places have been carried out to farmers to concentrate in townships or gather community as the main content of new rural community construction.But,after the villagers moved to residential community,appeared a series of new problems,too?For example,the cost of living increase,property management services,the sense of belonging is not strong.At the same time,urbanization caused a series of household registration system,land circulation system reform and the villagers into residents,rural land intensive use,rural community governance environment constantly changing,obviously the economic foundation of the governance of touches,community residents' awareness of rights,the main body consciousness distinct enhancement,the traditional administrative dominant type of governance model has not adapted to the reality demand,proposed the new task for rural community governance,governance model transformation is imminent.Rural community governance issues concerning the whole development of Chinese society,is a global problem,must be studied carefully.Keep up with the trend of the urbanization construction,west Zhangzhuang town,Xintai city of Shandong province start the new rural community construction since 2009.The township government plans to move the whole 25 village to township,turn the original dispersed village management into the centralized community governance,namely "Village Merge ".The author research by field visits,use the literature method,interview method,system analysis,in-depth study the present situation of the development of west Zhangzhuang town rural community and the problems of rural community governance after the "Village Merge ",combining the experience in other parts of the rural community governance,from the perspective of polycentric governance,new public service theory analysis,concluded that the west Zhangzhuang town rural community to achieve effective governance after "Village Merge",need establish a nuclear multiple governance mechanism,including the community party organization,government,market,residents and social organizations,community multiple stakeholders collaborate,collaborative work,complementary relationship,interaction,cooperation and restriction,at the same time we need to develop community economy,improve the level of community public service,meet the increasing material and cultural needs of community residents,improve the masses get admitted to the community after feeling and happiness.The whole thesis is lead by"governance",puts forward a mode of new rural community governance that in accordance to the reality of west Zhangzhuang town.
