Study On The Problems Of E-Government Construction From The Perspective Of Law-Based Government

The rule of law is an important guarantee for the country's peace and stability and development as well as one of the important means of ruling class governance.Comrade Xi Jinping's report on the 19 th National Congress of CPC made important arrangements for building a law-based government.While the country vigorously promotes the law-based government construction,E-government in China,as a new mode of government operation,has exerted a great influence on government organization,public service,administrative openness and public participation after more than ten years of development,and has become more and more important in the process of promoting the law-based government construction.On the other hand,building a law-based government has also put forward higher requirements for e-government.However,there are still some shortcomings in the process of promoting the law-based government construction through electronic government.This paper focuses on the problems and solutions in the construction of e-government at the grass-roots level from the perspective of law-based government,and then puts forward some suggestions on how to gradually improve the functions of e-government so as to further promote the construction and process of law-based government in China,with the help of e-government.This paper mainly takes the problems of the grass-roots e-government construction under the perspective of law-based government as the main object of study.From the angle of combining theory with practice,using the methods of literature study,comparative study and case analysis,this paper first expounds the concept of e-government and law-based government and the present situation of using e-government to construct the law-based government.Secondly,it summarizes the existing problems of E-government in the law-based government construction from the conceptual level,the system level,the technical level and the personnel allocation level,and analyzes the reasons.On this basis,this paper,based on modern information theory,network governance theory and new public service theory,puts forward some feasible suggestions for the above four levels,and explores the ideas and methods of e-government to promote the process of law-based government construction.
