In The Use Of Government Management In The Dilemma Of Administrative Micro-blog And Its Countermeasures

Since August 2009, microblog has been accepted by Chinese netizens. In December that year, the first microblog account on government affairs was put into operation. Microblog is not only changing ways of communication and social contact of Chinese people but also having bidirectional influences on Chinese politics. As a management method for new type of governments, microblog accounts on government affairs have their obvious advantages. Proper use of microblog accounts on government affairs in government management to serve the public and build electronic government and service-oriented government has positive effects on informatization management of government. After going through growth spurt of quantity in 2011 and 2012, since 2013, microblog accounts on government affairs have entered a period of steady development. Under greater attentions and regulations of the state, microblog accounts on government affairs are functioning better.But, as newly-emerging propagation media of government, microblog accounts on government affairs must have some factors hindering their healthy development, resulting in troubles of their development and usage. For example, the impacts created by traditional government models, insufficient understanding by relevant staffs and imperfection of relevant mechanism of microblog accounts on government affairs leads to problems of current Chinese microblog accounts on government affairs such as fuzzy boundaries with traditional government websites in terms of functions, imbalances of development in different places and of fields of application, lack of benign interactions between subjective and objective bodies and short of standard management and support in system and mechanism. These problems are limiting the appliance of microblog accounts on government affairs in China’s government management and their healthy development. So, under the guidance of relevant theories, this essay explores the dilemma that Chinese microblog accounts on government affairs are facing and reasons why such problems exist. Meanwhile, this essay carries out in-depth analysis on this issue, because this will help in finding the development method of microblog accounts on government affairs and solutions to problems. Besides reinforcing the knowledge, ways of application of microblog accounts on government affairs should be managed to increase their effects. Meanwhile, corresponding incentive mechanism and supervision mechanism should be set up to further perfect their development mechanism and meanwhile promote the implementation of openness in government affairs.This essay utilizes literature research, individual cases analysis and comparative analysis in its research, aiming at creating better environment for the newborn microblog accounts on government affairs by improving management level of them, making them better function and perfecting relevant mechanism of microblog accounts on government affairs.
