Today, with C hinese rapidly economy and society development, the rural economy has been rapid developing, the grass-roots civil servants been as a provider of public services, there is an urgent need to improve their own quality and the ability to meet the diverse needs of the rural economy. At present, Wafangdian C ity Government O ffice of the civil service management just cares personnel management, namely, how to control and use of civil servants, but lacks of concern for "humanity", which is hindering the exerting of civil service enthusiasm and potential, is not conducive for the civil servant to realize their own value, is not conducive to enhance the overall performance level of government. Career planning as a new way of human resources management, it is no doubt that it is a meaningful exploration of the government to the civil service management.This paper consists of four parts.The first part, tells background and significance of the research, literature review, the definition of related concepts, research contents, methods, and technical routes. Hereby mainly uses the literature research method and the comparative analysis induction method, carries on the summary to the domestic and foreign research present situation, finds out the advanced idea suitable for Wafangdian city basic level civil servants career plan.The second part, through the analysis of the implementation status of Wafangdian C ity grass-roots civil servants career planning, summed up the grass-roots civil servants career planning mainly four aspects: separation of civil servant individual goals and objectives of the organization, the enthusiasm of grass-roots civil servants is not high, training failed to related to the civil service career development, assessment sta ndards is not scientific and the form is simple. The reason, in five aspects: the first is the civil service laws and regulations and supporting measures not perfect; the second is people oriented concept is weak; the third is professional development is promotion based, single channel, the development of space narrow, training mechanism is not perfect; the fifth is the evaluation system is not perfect.The third part, in view of the problems existing in Wafangdian C ity grass-roots civil servants career planning, using related theory, draw lessons from the advanced experience at home and abroad, formulated the corresponding feasibility schemes, analysis and arguing from multiple aspects on the feasibility of the scheme.The fourth part puts forward the countermeasures and suggestions to solve the career planning of Wafangdian C ity the grass-roots civil servants.
