Problems And Countermeasures In The Operation Of Community Correction Of Tongliao Municipality

Community correction pilot work has been carried out for more than a decade in China, which has effectively reduced the crime rate, saved the execution cost, and realized certain achievements. However, due to the influence and restriction of short practice period, weak working foundation, imperfect legal system, and inadaptability of personnel quality, a lot of new situations and problems have appeared in the community correction work. Particularly, the community correction in minority areas has unique practice characteristics for the factors of region, culture, religion, and nation. Therefore, theoretical concern and research are required so as to provide certain support. In this current situation, it is of great significance to study the problem of community correction.This paper takes the community correction practice carried out in Tongliao as the research object. Based on the investigation data of the community correction practice in Tongliao obtained from Justice Bureau,, Office of Justice at basic level and community correction personnel, the research investigates the specific conditions of community correction work in Tongliao, including the performance and problems. Moreover, the solution is explored in order to provide certain practical help to the community correction in ethnic minority areas.This paper is structured as follows. The first part is the introduction, studying foreign and domestic literature focusing on the community correction and introducing the background and theoretical basis of community correction. The second part investigates the current conditions of the community correction in Tongliao, including the investigation method, scope and the specific operating condition. In the third part, the problems in the community correction work carried out in Tongliao are summarized to find out the reasons. Finally, the fourth part puts forward the corresponding countermeasures and suggestions aimed at the specific situations in Tongliao.
