An Empirical Study On Juvenile Offenders' Community Correction

Community correction was began in our country in 2003 July. Beijing Tianjin, Shanghai, Jiangsu, Zhejiang and Shandong as the first batch of pilot provinces and cities to lead other provinces in exploration of community correction. Through eight years of development, by the end of 2011, China has 31 provinces, the ethnic minority area carry out community correction positively. Our community correction achieved good results in the exploration and practice. In 2012 October release of "community correction implementation measures", made provision for minor criminal community correction. The provinces and cities have made some exploration and achieved good results on the minor criminal community correction, but because of the special characteristics of minors’physical and mental development, there are a lot of deficiencies and problems in practice. Especially, the ethnic minority areas, which the author in, also exists some problems in practice,because of the limitation of area, economic and cultural characteristics. In this paper, the author research about minor crime and the minor criminal community correction, analysis insufficient of minor criminal community correction in the ethnic minority area, and take domestic successful experiences, and then gives some reasonable suggestion about the minor criminal community correction in the ethnic minority area...
