The Study On The Problems Of Farmers' Subjective Role In Rural Community Construction In X County Of Shanxi Province

The construction and development of rural communities is the new situation of building a new socialist countryside.Farmers are the main body of Chinese society and the main body of rural community construction.Rural community construction needs farmers to play the main role.Under the new situation,it is not only the requirement of the development of the country and society,but also the new demand of the farmers to abandon the old ideas and timeworn thoughts,and actively participate in the construction of rural communities.The development of rural communities in X County of Shanxi province has its own unique background.Under the double background of the development of the new city and the transformation of the old city,the rural community construction in this county has its particularity.This paper takes the practice of rural community construction in X County of Shanxi Province as an example,and studies the theme of the lack of the farmers' subjective role in this county by analyzing the current situation,problems,causes and countermeasures.The performance analysis on the status of rural community construction in X County of Shanxi Province,we can get the actualities: "agree" but "difficult to adapt;sentimentally attached to homeland" and do not want to move;"mercenary" and looking for trouble.According to the above actual situation,this paper summarizes the following problems in the rural community construction of X County in Shanxi Province,such as the "missing" of the farmers' main status,the limited participation of farmers and the lack of awareness of the main body of farmers.The main reasons are as follows: the integration of the main interests of farmers;the historical absence of farmers;the imbalance of the participation of the rural community construction and the lack of community-based business.According to the reasons,we put forward some countermeasures and suggestions for the government of X county to make farmers to come into play in the construction of rural community as we expect: Firstly,the government is asked to strengthen the construction of system and mechanism and to create different ways for the farmers;to create opportunities for farmers,the government should play a leading role to make the force of the main participants balanced;to play the role of policy guidance and to overcome the farmers' inertia;to balance the policies and to make the development of urban and rural areas balanced;to strengthen the construction of public service and to meet the public demands of farmers.Secondly,the peasant should be conscientious,farmers are required to clear their own needs and to express their legitimate demands;to strengthen the self-learning and improve their consciousness;to support small groups and to play the positive role of the informal organization;to adapt to the new environment,to update new ideas and to earn a living.Finally,the community organization should be strengthened to collaborative with other participants.The community organization is required to meet the management needs of peasant farmers and to create the community management platform;to perfect system construction of community organization and to make farmers' participation legitimate and reasonable;to clear farmers' needs for community culture and to strengthen the construction of rural community culture;to focus on the long-term interests of farmers and to improve farmers' sense of belonging.The society should pay attention to the main body status of farmers.As the main role of construction and rural community construction of X County,the farmers should get rid of the status of passive obedience,and participate in the construction to play an important and significant role for development of urban and rural of the X county.
