Community Governance Research Of XPCC Regimental Farms During Urbanization

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China held in 2013 pointed out promoting equal exchanges of factors of production and balanced allocation of public resources between urban and rural areas,arranging and coordinating construction of infrastructure and community,promoting equal access to basic public services.Xinjiang Production& Construction Corps(XPCC)shouldered the significant historic duty of cultivating and guarding the border areas,and has been accelerating the urbanization process and transforming the economic development model since the first CPC central committee Xinjiang work symposium.Community,as a result of urbanization,has played a significant role in XPCC's economic and social development and the country governance modernization.To a significant extent,the results of regimental farms community governance will directly affect the success of XPCC's cultivating and guarding the border areas achievements,With Regiment 123,the first established community,as an example,this research has detailed analyzed the existing issues in the community governance.Ultimately,it provided referenced value for community governance modernization from multi-center governance theory,social capital theory and cultivating and guarding frontier areas theory.The follow aspects are discussed in this research : In the introduction,it firstly introduced the background of this choice item with its research value,a study summarization on community governance both at home and abroad,research ideas,research methods,major issues would be solved and inadequate parts;in the second chapter,it defined related conception involved in this article,and explained related theories;in the third chapter,it briefly introduced current situation of XPCC's urbanization,Regiment 123's urbanization,and XPCC's community development,the relation between urbanization and community as well as the status of Regiment 123's urbanization and community,this chapter also explained the pattern,approach,success and experience,challenges,problems and cause analysis;in the fourth chapter,it descripted the governance situation and experience of Shanghai and Shihezi,where one possesses advanced governance idea and pattern and the other city is not only the first place function both as a city as well as a division,but also a national standardized community construction spot;in the fifth chapter,aiming at the existing problems in Regiment 123 governance,consulted and referred to experience of other community governance,it provided reference value for regimental community governance modernization.
