China's procuratorial organ as an important legal supervision organ, undertakes the functions to crack down on criminal offenses, maintains fairness and justice, safeguards the correct implementation of the state laws. A good set of performance evaluation system not only can ensure prosecutors earnestly perform their duties, but also can fully mobilize the procurator's enthusiasm and initiative. The system can encourage prosecutors to fulfill a duty, to guarantee the quality of the case, and independently to make a decision, and to make the responsibility into practice. In addition, the system also can promote the prosecutor strictly and independently impartial exercise their functions and power according to law, aiming to the unity of prosecutorial effect, legal effect and social effect. In August 2016, the procuratorial organs' "the super-ministries" reform in Dalian has started. The reform classifies people and produces prosecutors, which stresses the status of independence and the judicial responsibility, The reform practices judicial responsibility system, the case quality lifelong responsibility system and misjudged cases accountability. The scientific performance evaluation system of procuratorial organ is the important premise to carry out the specific scientific management and to realize the goal of the procurator. Therefore, in the new situation, it's so significant to improve the evaluation system of management mode of procuratorial organ, to form a set of procuratorial work characteristic, and to stress the procuratorial functions.This paper first elaborates the research purpose and significance, research status at home and abroad and the research ideas, the innovation points of this article, and illustrates the related concepts. Secondly, this paper introduces the present situation of the performance appraisal system of the procurator in Dalian G district, illustrates the target, location, subject, method, content, standard and feedback applications of the evaluation of current procuratorial system. Also, the paper clarifies the effect of performance evaluation system, and analysises the problems of performance evaluation system of the procurator in Dalian G district, including that aim and position are not accurate. The subject is a few. Assessment indicators are unreasonable. Feedback and the application of the result are delayed. Again, on the basis of cause analysis of above problems, the paper analysis the domestic and international civil performance evaluation system for reference. Combining the reality of G district and the background of the judicial reform, the paper puts forward the targets, principles and the frame to improve the system, proves the viability in analysis of environment condition and expected effect. Finally, put forward countermeasures to improve the performance appraisal system of the procurator in Dalian G district as follows: indicate performance evaluation targets and conditions, expand the evaluation subject, set up reasonable appraisal content index and strengthen appraisal feedback applications.
