Young cadres are the substantial development power of the humanresources and social security system. The ministry of human resources andsocial security is an important sector of the government. Its main work is fortalent management in a wide range of industries in the society, its jurisdictionscope is widespread, including personnel at the grass-roots level to managementof high-end creative talent. The construction of human resources and socialsecurity relations with China’s construction of the people’s livelihood,determines the level of public management and public service. Its developmenton the technology development of national industries and window service playsa role of benchmarking. With the development of China’s social economy, thegovernment has higher requirement for the ability of civil servants. The ministryof human resources and social security faces great challenges and requirements.It is emergency to creating a cadre team of high abilities in order to promote thedevelopment of human resources and social security department. To strengthenthe cultivation of young cadres, is an urgent need of human resources and socialsecurity of career development. It is also an important act to strengthen the cadreteam construction of all levels. Therefore, it is a pressing problem that weshould improve the competence of young cadres in human resources and socialsecurity system through trainings.In this paper, the status quo system of training young cadres S people club,for example, the use of literature research, depth interviews and questionnaires,training of civil servants on the basis of the existing research on the use of the competency model, combined with S City and Social Systems status of youngcadres training, and found problems in training, analyze the causes and explorethe path to solve. By building systems S City and Social Competency Modelyoung cadres, training young cadres to optimize and enhance the competence ofyoung cadres.Introduction this article describes the research background, purpose andmeaning, addition to the introduction, is divided into five parts, the first part ofthe definition of related concepts and theoretical basic research, includinghuman resources and social security systems, young cadres, capacity training ofcadres training of relevant theory, the theory of competency, the existingliterature review and research ideas and methods. The second part of the trainingstatus of the city’s young cadres S introduced, including the basic situation ofhuman social systems S City youth cadres, training young cadres training in thebasic situation and existing problems. The third part is by their superiors onbehalf of the City and Social System S outstanding young cadres depthinterview analysis, extraction capacity factors and behavioral characteristics,building S City and Social Systems young cadres competency model, andthrough the city of S young people civil society questionnaire system statisticsand analysis on the model tested. The fourth part is competency-basedperspective, an optimization system S City and Social young cadres trainingideas. The fifth part is the conclusion of this study and the lack of this study andfuture research prospects.
