Difficulties And Countermeasures Of Social Organization Participation In Rural Community Governance ——Take Changsha City As An Example

At present,with the development of reform in the social field,great changes have taken place in grass-roots social governance,the interest relationship has become increasingly complex,the gap has further widened,and the participation of social organizations is urgently needed.At the same time,the Sixth Plenary Session of the 19 th Central Committee of the Communist Party of China in 2021 proposed to continue to deepen the strategy of rural revitalization,emphasizing the in-depth governance of rural communities.In this context,social organizations,as the link between the government,the market and the masses,continue to penetrate into rural community governance,aiming to innovate grassroots social governance methods,build a democratic and scientific governance framework,realize the diversification of governance subjects,and ultimately realize the national Modernize governance systems and governance capabilities.Based on governance theory and new public service theory,this study expounds the related concepts of social organizations’ participation in rural community governance.By visiting the Changsha Social Organization Incubation Base and some social organizations in Changsha,this paper summarizes the current status and main achievements of Changsha social organizations participating in rural community governance.The concept of collaboration and cooperation in participating in governance is weak;the resource integration ability of participating in governance is insufficient;the boundaries of participating in governance are not clear;the supervision mechanism for participating in governance is not perfect,etc.Therefore,it is necessary to deeply analyze the reasons behind its predicament from the aspects of organizational independence,professional talents,legal system and supervision construction system.It puts forward feasible suggestions such as changing the concept and enhancing the awareness of cooperative governance;strengthening the construction of talent teams and improving governance capabilities;improving the legal system and strengthening the guarantee of the rule of law;improving the supervision system and optimizing governance efficiency.healthy development.
