"Problem Wall And Echo Wall" System: A New Exploration Of Grassroots Deliberative Democracy

Yan'an is one of the cradles of democracy in China,which has the fine tradition of deliberative democracy and profound soil.The “three-thirds system” democratic regime in the Shaanxi-Gansu-Ningxia Border Region was implemented so that the democratic supervision of the masses was guaranteed in the organization and the democratic theory was transformed into the democratic practice.During the period of Yan' an,Huang Yanpei and Mao Zedong proposed the solution to the problem of “historical cycle”,which is democracy.Only by promoting democracy and democratic supervision,will no one perish and won't the government fail.When the Beijing educated youth worked in Yan' an,they also took a democratic method to solve the issue of the management of the settling-in allowance accounts put forward by people.In recent years,the government of Yan' an has explored the “Problem Wall and Echo Wall” system which is the deliberative democratic mode under the grass-roots democratic practice,in order to open the channels of the masses reflecting problems,close the relationship between the party and the masses and between the cadres and the masses,promote the construction of social harmony and the ruling ability of the party,and provide the practical exploration and theoretical research for promoting the deliberative democratic development of socialism with Chinese characteristics.This paper is divided into six parts.The first part expounds that " Problem Wall and Echo Wall" is limited to some newspapers,websites and other news media reports,and the theoretical research has not been found,with original research value.The second part analyzes the historical context of Yan' an deliberative democratic development from “three-thirds system regime”to “historical cycle” and from “the solution of Beijing educated youth's settling-in allowance ”to the generation of “Problem Wall and Echo Wall”system.The third part refines the operation mechanism of “Problem Wall and Echo Wall” system in the establishment of consultative mechanism,clear consultation scope and standard consultation procedures,through the “five steps of work” of collecting problems,combing problems,publishing problems,solving problems and answering questions.The fourth part analyzes the popularization of the “Problem Wall and Echo Wall” system,with the obvious characteristics of the universality of the masses' participation,the inclusiveness of the tolerance of seeking common ground while shelving differences,and the equal exchange of consultations.The fifth part summarizes the promotion of the “Problem Wall and Echo Wall” system,in promoting social harmony,promoting democracy and improving the construction of the ruling ability.The sixth part summarizes that the “Problem Wall and Echo Wall” system in consultation,implementation and popularization has some shortcomings,and puts forwards to make great efforts in terms of “depth”,“details”and “assessment” in the future,and further sum up experience,improve the system and make the system more scientific,more standardized,and more consistent with the reality of deliberative democratic development.
