In this study, the author starts form the practical issues and previous research results. First of all, the author selects performance prism method as this study's performance appraisal framework by comparing and analyzing five main performance appraisal methods. Second, the author conducts a feasibility analysis for the application of performance prism to the performance appraisal of urban community police, and conducts a compatible improvement for it. The improved analytical framework can be divided into the following five dimensions, “satisfaction of stakeholder”, “contribution of stakeholder”, “community-oriented policing strategy output”, “process of police affairs” and “ability”. Third, based on the principles of integrality, criticality, independence, scalability and dynamic, the author establishes urban community police performance appraisal index system by improving performance prism. Fourth, aiming at the features of some public security work cannot be measured objectively; the author introduces analytic hierarchy process to ensure the index weight, achieving the effective combination of subjectivity and objectivity. Fifth, the author adopts nondimensionalization analysis for all qualitative and quantitative indexes of index system, formulates the index scoring standards and establishes the complete index evaluation model. Finally, through the case analysis, apply performance appraisal index system and index evaluation model to the public security performance practice to verify the feasibility of this research achievement. This research applies performance prism method to public security performance evaluation and develops performance prism. Meanwhile, it provides a new perspective for public security performance appraisal. The performance prism theory emphasizes the relationship between evaluation object and its stakeholders. The relationship between urban community police and other subjects can be ensured by using performance prism method. And after the detailed decomposition, it can obtain the relevant performance appraisal index and have a quantization for the authority-responsibility relationship between community police and its shareholders to increase the interaction among urban communities' subjects, and finally improve the levels of community-oriented policing strategy.
