A performance appraisal is a process by which the job performance of an employee or an organization is investigated and evaluated following certain standards, and the feedback is sent to the appraisal object. As an important means of modern management, performance appraisal, has become a popular topic and also a difficult issue in exploration and application of management theories in academies. An effective appraisal system plays an important role in enhancing the military management efficiency and is essential to the recruitment, promotion and positioning of military cadres.By reviewing the development of performance appraisal and its positive promoting function on assessing military cadres, this paper focuses on the improvement and optimization of performance evaluation mechanism in the joint logistics division X. It first introduced the related theory of performance appraisal combined with the practical research, then investigated the current situation of performance appraisal in the joint logistics division X by using the method of literature analysis, comparative analysis, statistical analysis and etc. Improvement approaches were proposed for detected problems. The paper consists of four parts. The first part mainly introduced the reasons for selecting this subject, the researching objectives, content, meanings and methods, as well as innovative points. The second part briefly introduced the related concept and the theory of performance appraisal, and a comparative analysis was conducted on the development of performance appraisal in domestic and foreign armies so as to provide theoretical support for the research on performance appraisal in the joint logistics division X. The third part took the joint logistics division X as an example and explicitly analyzed its current performance appraisal job, and pointed out several major problems and the reasons involved in its appraisal system. In the fourth part, in view of the existing problems, countermeasures and practical recommendations were proposed in hope of improving the performance appraisal mechanism of the joint logistics division X.The main innovation of this study is that, a cadre performance evaluation index system was reconstructed and a reasonable and quantitative evaluation index was determined by combining the theory and the practice, and using the Delphi method and the analytic hierarchy process(AHP). Meanwhile, the “Tentative provisions on the cadre assessment of the joint logistics division X” and practiced, which served as a theoretical guidance and application tool for the assessment work of the division, was proposed.
