With the establishment of a service-oriented government in our country,people-oriented and livelihood-concerned government has become the trend of this era.More and more public finances have been spending on public services.However,due to a rather late start,developmental delay and range limitation of public services purchasing,it isn't enough for the social organization to form an effective market competition mechanism,thus,kinds of problems occur in the practice of government purchase.Therefore,it is necessary for us to clear up the current situation of government purchase and present feasibility suggestion focusing on institutional aspect according to the reality.This paper mainly discussed from the following four parts: Firstly,introduce the concept,characteristics and current situation of government purchase pension service,further to explain its theoretical basis and practical significance.Secondly,discuss the legal problems of government purchase pension service from four specific aspects,including its position in the government procurement law,access system,purchase contract,purchase procedure and supervision.Thirdly,conclude foreign enlightenment to our country via data collecting about government purchase pension service of the United States,Britain,and Japan.Finally,relating to the perfection of government purchase pension service,provide several suggestions attaching to previous problems,including legislation,market-access perfection,contract normalization,purchase procedure perfection and supervision strengthening.Government purchase pension service has superiority in cutting government scale,saving cost,improving the service efficiency and strengthening the service consciousness,and as trend of public sector reformation in pension service,it has been rewarded and respected by lots of governments.It is good for the government to innovate social management mode,however,it's not sensible to follow blindly or to become a mere formality.Combining with our reality,we must explore a kind of mode that is suitable for China's government purchase pension service and fix it on institution level.
