| In recent years,with the continuous expansion of China’s civil service,how to standardize the management of public officials has become an important issue of national public management.As a widely recognized management method in enterprise management,performance management has been gradually accepted in the management of state organs and institutions.As an important link in performance management,performance appraisal is the key and basis for discovering talents and using talents.Public security departments belong to front-line administrative law enforcement units,how to improve their service levels,efficiency,inseparable from the scientific and standardized management.Police performance appraisal is the foundation of the public security organs to implement scientific management.The assessment to the security police efficiency,justice,strict and normal performance of duties,improve police work enthusiasm,promote the standardization construction of police.In recent years,public security organs have made some achievements in performance evaluation,but there are still some problems need to be improved.At the same time grassroots single evaluation mechanism and narrow promotion channel has seriously restricted the development of the police,affecting the enthusiasm of police work.Therefore,the research on the performance evaluation of the grass-roots public security,especially with the actual work experience,has important theoretical and practical significance.This paper focuses on the problems existing in the performance evaluation of grassroots police and the countermeasures,and takes X branch patrol police for example.Firstly,this paper discusses the present situation of the police performance appraisal of X branch,which includes the contents,procedures and methods of assessment,and the classification of assessment levels.And then through the internal and external environmental level of grass-roots police performance appraisal problems of the reasons for the analysis.Based on the experience of management of enterprise by using the Balanced Scorecard to determine the scientific evaluation elements,analysis item weight with AHP levels,the author made a scientific rigorous,logical and strong operability.Then through 360 degree performance appraisal method to improve the main assessment,the key event method to do daily records,adhere to the usual assessment and year-end assessment parallel.Finally the assessment results,and through the interview and give feedback to the police,moderate incentive assessment,so as to promote the growth and improve the performance of the police police,eventually to improve the grass-roots public security organs performance management objectives. |
