Research On Performance Evaluation Of Basic Public Security Work In Police Stations

At present,the police station,as a multi-functional comprehensive combat entity at the grassroots level,has increasingly become a key department of the entire public security work,and the basic work of public security is one of the main tasks of the police station and the foundation of all public security work.In this context,how to evaluate the effectiveness of the police public security basic work has become the focus of research and practice at all levels of public security.The performance evaluation of public security organs does not have a long practice history in China.Although the performance evaluation of public security basic work has been carried out successively,there is still room for improvement in the theoretical results,the selection of evaluation indicators,the implementation of the evaluation process and the credibility of the evaluation results.In implementation,problems emerge such as singularity of evaluation subject,lack of scientific and comprehensive evaluation indicators,irregular design of index weights,unreasonable calculation methods,unobservable data collection,imperfect analysis and processing,and insufficient application of evaluation results.In order to guide the orderly development of the performance evaluation of the public security police station's basic work,a scientific performance evaluation index system for public security basic work needs to be constructed to solve the above problems.The police station's public security basic performance evaluation index system was based on summarizing the development status and practical experience at home and abroad.It applies new public management theory,public sector performance evaluation theory,contingency theory,follows the principle of being comprehensive,systematic,objective,fair,operable,stable and timely,uses the literature research method to initially establishes the index system,adopts two rounds of Delphi expert consultation method and mathematical statistics software and boundary value method to screen indicators,and then uses combination weight and product method to determine the distribution of index weights,to finally form the performance evaluation index system of the police station's public security basic work after the validity and reliability test.In order to truly exert the evaluation,guidance and incentive functions of performance evaluation,it is necessary to involve multiple parties,break the single evaluation subject,optimize the performance evaluation index system,scientifically and reasonably allocate the index weights,strengthen IT construction of performance evaluation and the application of evaluation results.Only in this way,can the performance evaluation of public security police station's public security basic work become more scientific and efficient.
