The A Public Security Bureau of Daqing City undertakes major responsibilities such as maintaining the security and orderliness of its jurisdiction,guarding against and cracking down on illegal and criminal activities,and protecting the lives and property of the people in its jurisdiction from infringement.The districts under the jurisdiction of the sub-bureau have characteristics such as large staff turnover,many difficulties in management,and heavy maintenance of tasks.At present,China is in a critical period of development and reform,and the social development situation is becoming increasingly complex.Under the backdrop of this big environment,the law enforcement environment facing the A Public Security Bureau of Daqing City has become increasingly severe.The original police management system of the branch has been unable to Matching with the actual needs,the reform of the management system of the branch office is imminent.Facts have proved that the implementation of performance management can fully mobilize the work enthusiasm of the grassroots police in the branch,greatly increase the efficiency of work operations,and enhance the core combat effectiveness.It is a powerful measure to help the A Public Security Bureau of Daqing City cope with the new environment and new challenges.Therefore,how to optimize the performance management of the public security team is an urgent problem to be solved by the A Public Security Bureau in Daqing City.This article takes the A Public Security Bureau of Daqing City as the research background.Through consulting a large number of documents and books,it deeply understands the relevant theories of application performance management.According to the actual work research,the current status of the human resources of grassroots police officers in the A Public Security Bureau of Daqing City,A Public Security Bureau Sub-bureau grass-roots police performance appraisal programs,combined with the results of the survey,analyzed the four problems existing in the performance appraisal management of the grass-roots police in the branch,namely: weak performance management concepts,performance planning and actual out of touch,performance assessment mechanism is not perfect,The lack of application of performance management results.The reasons for the above problems were analyzed.Based on the successful experiences and practices of performance management in relevant fields at home and abroad,we will focus on issues identified,from changing the concept of grassroots police performance management,optimizing grassroots police performance planning,adopting a diversified performance appraisal method,and establishing a performance result application safeguard mechanism.Four aspects have put forward corresponding optimization proposals aimed at improving the effectiveness of police work at the grassroots level in the A Public Security Bureau of Daqing City,and enhancing the vigor and combat effectiveness of the public security force.It also hopes to provide reference for other public security agencies in implementing performance management.
