《The Civil Servant Law of the People’s Republic of China》stipulate that civil servants can communicate internally or with other public servants, who work in the state-owned enterprises and institutions and the mass organizations. The manner of communication include transferring and taking a temporary post. Job rotation for civil servants aims to get a rational allocation of human resources, a improved work efficiency and a overall security and stability. Also the original collocation was changed and new job was assigned to cadres after the analyse of the relationship between the post and cadres.The rational flow of human resources is a important measure to avoid rigid and retain continued vitality. The same is true of human resources, civil servants unit internal implementation specification, long-lasting communication rotating mechanism, is to keep the government administrative efficiency, enhance the level of public service supply, win support among the masses and the necessary measures, to strengthen the national civil service team construction and ensure the normal operation of national civil service system is of great significance, is the government agency modernization, an important symbol of national economic development and social progress.
