The Study On Public Participation Lackness And Its Countermeasures In Community Security Prevention And Control

With the recent development and deepening of civil society,more and more public areas began to introduce public participation mechanism,among them the public security prevention field which has strongly impact on residents' safety and happiness is also no exception.As the smallest unit of society,the community's security prevention and control is an important protective net for the whole society.For a long time,community security prevention andcontrol is deemed to be the core responsibility of Public Security Bureau.However,due to more and more complicated society situation,lackness in police staff for a long time and other factors,public participation in community security prevention and control is increasingly necessary.On one hand,public participation can solve the practical problems and nip many hidden dangers and problems in the bud in advance;on the other hand,the introduction of public participation mechanism also represents the democratic government and will result in public effectivesupervision in government work.This paper,takingthe public security prevention and control of S community in Shenzhen as an example,through theoretical research and questionnaire survey,investigates the current public participation status in S community and analyzes the lackness and reasons of it.From the integration results,the current public participation in community security prevention and control still has some shortcomings,such as,the public in urban village lack sense of ownership when participatingin the securityprevention and control,non-governmental organization lack of vigor when participating security prevention,the public has certain difficulties when access to public security related information,the content of participation is relatively simple and lacks attraction to the public,the economic returns and spiritual identification when participatingare not well acknowledged and so on.These deficiencies originate from the public itself,various adverse factorswithinthegovernment system and deep system design problems.Public participation in community security prevention and control is still superficial and not working well.The above problems need tobe solved urgently.According to the research and investigation results,this paper believes that there're several aspects need to be improved when solving the above problems.First of all,the government needs to make an effort in spreading the knowledge of public security prevention and control in urban village.Secondly,cultivate non-governmental organization to be more professional.Thirdly gradually promote openness and transparency in the public security information and the participation channels.Fourthly introduce the deliberative democracy mechanism to the content of public participation so that it can be riched in content and forms.Fifthly,supervise the implementation of the incentive systemin order to increase the public's sense of value when participating.Finally,in order to achieve the effect in both public participation and governance,the government should lead different subjects together to realize the public governance in public security prevention and control.This paper is based on investigation of S community where I work.Through visits and surveys,I grasp the current status of public participation in security prevention and control.With the Public Participation Theory and Multi Center Governance Theory,this paper combines theory and practice when analyzing the problems and reasons of public participation in community prevention and control in order to put forward the reasonable and practical countermeasures.
