| At present,our country is in a profound period of social transformation.with incresing of new types of cyber crimes,severe situation of counter-terrorism and stability maintenance,and frequent occurrence of social conflicts.The pressure of public security prevention and control for public security organs is increasing.In the past,the construction of public security prevention and control system had problems such as single prevention and control force,passive prevention and control mode,and insufficient systematicness and integrity of prevention and control,which were difficult to meet the practical needs of public security prevention and control.The problem of public security is a social one,and social problems must be dealt with by society.The construction of the public security prevention and control system needs the extensive participation of social forces.Local public security organ to security engineering construction as the gripper,actively introduce the construction of Public-Private Partnerships to participate in social public security prevention and control system.Public-Private Partnership(PPP)is a partnership established by the Public and Private sectors based on the need to provide certain public goods and services.The application of PPP model in public security prevention and control is due to the urgent need to transform the prevention and control mode from passive "stress" response to active prevention and control,so as to improve the efficiency and efficiency of public security prevention and control.It is also an effective institutional arrangement to improve the public security prevention and control system and introduce multiple social forces to participate in public security prevention and control.Or to realize the "management" to "governance",implement the concept of co-governance,improve the effectiveness of public security governance needs.National policies and laws,solid public product theory and collaborative governance theory,as well as rich practical application experience at home and abroad,which together provide the feasibility for the application of PPP mode in public security prevention and control.At present,the application of PPP mode in public security prevention and control is mainly concentrated in safe cities,skynet project and "xueliang" project construction.Through the analysis of these existing examples,it is found that this mode is of great significance to improve the efficiency of public security prevention and control and maintain public security order.But there are some problems in its application,which are reflected in the following aspects: Second,the project planning and construction do not match the actual prevention and control situation,leading to the existence of blind areas and gaps in prevention and control;Third,the project information security supervision is not in place,may violate the privacy of citizens;Fourth,the public supervision is a mere formality,and the public’s right of supervision is not guaranteed.Based on this,we can consider the following ways to solve these problems: first,scientific analysis and actively respond to the social risk of the project;The second is to increase the matching degree between project construction and rigid demand.Third,strengthens the information security and the citizen privacy protection;Fourth,we will improve the social supervision mechanism and ensure the right of public supervision.In addition,we should be cautious about whether the application of PPP model in public security prevention and control can be extended to the training of public security forces,community security services,special crowd management and other aspects under existing conditions. |
