Study On Community Grid Governance For Epidemic Prevention And Control In Pucheng County,Nanping City

From the outbreak of the new coronavirus in 2019 to the normalization of the prevention and control of the new coronavirus,China has achieved a major stage victory.The new coronavirus infection has also been adjusted from the original "Class B A tube" to "Class B B tube",which is an optimization adjustment made due to time and potential.We need to draw lessons from the fight against COVID-19 and improve our capacity to respond to public health emergencies such as the novel coronavirus.Judging from the experience of epidemic prevention at this stage,such a major victory in the face of the novel coronavirus can not be achieved without the policy of community grid governance for epidemic prevention and control implemented by the state.Communities are the basic unit of social governance in China and the first line of defense in the prevention and control of the novel coronavirus epidemic.Grid governance can effectively extend the government’s management and service functions at the grassroots level.At the same time,it can achieve precise prevention and control of COVID-19 in communities,greatly reducing the transmission rate and surface of transmission from both the source of infection and the route of transmission.However,community grid governance has gradually exposed some shortcomings and problems.Therefore,how to perfect the community grid governance system and improve the community governance ability and the ability to deal with public health emergencies is a topic worthy of in-depth discussion and has certain research and application value.In this paper,the epidemic prevention and control as an opportunity,Nanping City Pucheng County community as the research object.First of all,based on the refined management theory,collaborative governance theory and crisis management theory,the basic situation of community grid governance during epidemic prevention and control in this region was summarized through questionnaires,interviews and other methods,and the measures taken and corresponding results achieved.Briefly describe the problems of community grid governance in epidemic prevention and control,such as serious administrative tendency of governance subjects,insufficient staffing of grid personnel,inability to share big data information resources,and low participation of multiple subjects.In addition,the reasons for the problems are analyzed from the aspects of ambiguous government function positioning,imperfect grid staffing system,incomplete information data platform construction and imperfect multi-subject collaborative governance mechanism.Finally,based on the actual situation of Pucheng County,Nanping City,specific targeted and operational countermeasures were proposed in terms of improving the grid community governance system for epidemic prevention and control,accelerating the construction of a team of high-quality professionals,promoting the effective integration of information data platforms,and optimizing the multi-subject collaborative governance mechanism.
