Study On Regional Government Cooperation Mechanism Based On Tongdan Economic Belt

The construction of Tongdan economic belt is of great significance to the improvement of “Changchun-Jilin-Tumen Guide Area” and Liaoning coastal economic belt functions and the revitalization of the old industrial base in northeast China.Through building interregional government cooperation mechanism and taking the long-term economic and social development of the eastern and northeast region as the basis,we make development plan to realize the complementary advantages between region so as to realize the optimal allocation of regional resources,to improve administrative efficiency as well as the sustainable development of regional economy.Based on the above background,this paper focuses on the regional innovation cooperation oriented with R&D,from the actual situation of local government cooperation of Tongdan economic belt,we have investigation and research on the existing problems and the role the government cooperation played in the process of economy construction of Tongdan economic belt to explore the new mode of regional government cooperation.Through the study,we find that the current problems existed in government cooperation mechanism of Tongdan economic cooperation are unsound cooperation coordination mechanism,unsound benefit coordination mechanism,lack of clear positioning and division as well as unified cooperation form.The factors which influence local government cooperation mechanism mainly include the gap between the local government management system,the lack of policy and legal guarantee as well as the imperfect appraisal system.On the basis of the lessons from the Changchun-Jilin-Tumen Guide Area and the integration of Yangtze river delta and the pearl river delta regional government cooperation mechanism,we put forward the advice on the improvement of planning and layout of local government cooperation,coordination mechanism,benefit sharing and supervision mechanism as well as the construction of the scientific and reasonable evaluation system of local government performance so as to better build the regional government cooperation mechanism of Tongdan economic belt.
