Research On The Countermeasures Of Promoting The Power List System In Wuxue City

The presentation of the power list system is in line with the requirements of "the cage of power to be put into the system",which is highly targeted and operational.The Third,Fourth and Fifth Plenary Sessions of the 18 th CPC Central Committee proposed the implementation of the government power list system,the CPC Central Committee and the State Council issued the "Outline of the Construction of the Government by Law"(2015-2020)to put forward specific requirements and time nodes for the further implementation of the government power list system.This has been from the pilot,to explore and then to the national promotion of the practice stage,as a comprehensive rule of law,comprehensive deepening reform,building an important government of the rule of law.As a grass-roots government,the county government directly faces the masses and mainly assumes the service function.The county government strengthen the power list system construction,not only to build people's satisfaction with the government's objective requirements,but also to achieve the construction of the rule of law government,service-oriented government objectives of the basic links.The first part of this paper mainly introduces the background,purpose and significance of the research,and reviews the existing journals from two aspects both at home and abroad.This paper takes the literature research method,the case analysis method,the questionnaire and the case study research method as the tool.And pointing out the possible possible innovations of this paper studies.So that trying to form a more complete analysis of the county-level power inventory system.On the basis of the first part of the literature review,the second part analyzes the connotation and value of the power list,and summarizes the theoretical basis of this study-the theory of socialism with Chinese characteristics,the theory of government functions and the theory of service-oriented government.The third part,taking Wuxue City of Hubei Province as a case,introduces the construction and implementation,analyzes the problems and causes of the construction,and then points out the influence of these problems.In the fourth part,we use the case analysis method to select the main practices and achievements of the three county governments to implement the power list system in Fuyang City of Zhejiang Province,Mengcheng City of Anhui Province and Hengxian County in Guangxi.To provide a useful reference for this study.The fifth part,based on the previous research,puts forward some suggestions and countermeasures to optimize the implementation of the power list system in Wuxue City,which it mainly includes raising the awareness of the power list system and the public participation consciousness,establishing the dynamic adjustment mechanism of the county power list,promoting the construction of the township power list system,perfecting the guarantee mechanism and perfecting the supervision and evaluation mechanism and so on.At last,it summarizes the whole paper and put forward the shortcomings of this paper,expecting to lead to the further thinking of other researchers.
