Food is a human survival and development of the basic materials, food safety isdirectly related to the health and safety of millions of households, related to economicand social development and social stability. In recent years, China’s food safetyproblems occur more frequently."Waste oil" event, Anhui Fu yang "Big Head" event,Beijing apple snails pathogenic events,"Sudan" duck incident, Shijiazhuang Sanlu"milk" events, has aroused strong repercussions in the community, but also related tofood safety issues more and more of the world’s attention.Frequent occurrence of food safety issues, reflects not only driven by theinterests of social beliefs and morals lost, but also exposed China’s food safetyregulation system vulnerabilities, as well as the government in fulfilling food safetyregulatory functions exist can not achieve effective regulation and other issues.In this paper, Xianning our local food safety regulations for the study, the first useof literature study on domestic and foreign research results conducted acomprehensive compilation and analysis to good governance theory and food safetyproduction theory demonstrates the necessity and feasibility of food safety regulation.Then, from food safety regulation process involving the relevant subject behaviordeparture, namely the use of the relevant principles of economics principal-agenttheory, has built the agency model of food safety regulation the central governmentand local governments, among the regulatory agencies and is regulated objects gamemodel and game model food companies and consumers, clearly reveals the inner linkChina’s food safety regulations during the various influencing factors.Based on the above ideas, this paper is organized into five parts as follows:The first part： The elaborate system of food safety regulation researchbackground, significance, issues of food safety regulation literature review.The second part：Describes the basis of relevant theories for the following study.The third part：the theoretical results of the previous paper-based, from thecurrent status of our country’s food safety regulation system and the existingproblems, pointed out the reason for the weakness of government control.The fourth part：Analysis and learn from the successful experience of foreign andlocal government,in order to provide inspiration and reference for the improvementof the food safety control in Xianning city.The fifth part： Food safety control of local government proposals andcountermeasures.
