The Study Of Changchun Government Function Optimization Industry-University-Research Collaboration

Under the economic new normal background,Industry-University-Research Collaboration is now becoming the most important drive of innovation and industrial structure optimization.In recent years,Changchun government plays the role of guidance,supervision,derivation,and management during the stage of collaborative innovation for the colleges and universities,scientific research institutions and enterprises by building up on and off line service platforms.Along with our social and economic development,Changchun,as the pilot city of innovation city,is now leveling up the target and requirement,and doing great contribution to the social economic.How to enhance the function optimization,how to lead the Industry-University-Research Collaboration more effectively is the task to be solved urgently.This thesis ranches the government function optimization in Industry-UniversityResearch Collaboration,the point cut is how to practically give play to the local government functions of bridge and connection in the collaboration,based on the deep learning of the basic conception and operation method to analysis the achievement of Changchun Government in the aspects of building innovation platform,service platform construction by triple helix and transaction cost theory,pinpointing the move towards of the collaboration and point out the problem of faultiness of policy,financial under investment,imperfection of system,ineffective supervision,ect.Comparing with other innovation cities,raising up the points that the government should start with optimizing the policy soft environment,funding,system construction to complete the innovation platform and enrich the model to break out the new situation and motivate the scientific and technological innovation of Changchun.
