The major players of industry-university-research cooperation are constituted by enterprises as the demander and colleges&universities and research institutions as the supplier,with the main aim to integrate the high-quality resources of three parties and effectively combine various production factors required by technological innovation.However,the function of government in this aspect should not be ignored,and sometimes government plays a pivotal role.The paper analyzes foreign theoretical researches and practice situations.In industry-university-research cooperation,governments in the US,UK,and Japan all act as an important driving force,assume primary responsibility in the cooperation,and take many feasible and effective measures.It is revealed by in-depth survey on the industry-university-research cooperation in Xi'an City,Shaanxi Province that the function performance of local government is very significant and has achieved certain results,and there also exist certain problems resulting from quite complex causes,which are well worthy of study and discussion.By reference to domestic and foreign theories and successful experience related to industry-university-research cooperation,the paper summarizes the problems found during the survey and,in combination with the specific conditions of industry-university-research cooperation in Xi'an area,puts forward pertinent strategies and suggestions for the improvement of the function of local government in such cooperation,in order to find the juncture between theory and practice,solve key difficulties,and provide valuable reference for the development of industry-university-research cooperation in China.
