In the scope of a country, the integration of a region also strengthens day by day. On this condition, the metropolis circle economy arises at the historic moment. In the aspect of the government who are the main body, how to maximize the benefits and welfare for the people in the metropolitan areas is of great value of research.This thesis in the view of region economic integration development situation which our country has formed made some analysis. And mainly taking the Xia Zhang Quan metropolis area as the example, the analysis has studied in the metropolis area government’s cooperation. As a late starter in the domestic, Xia Zhang Quan metropolis area is still at the exploratory stage.and is a cross administrative area metropolis area,However,there is a series of questions always been existent in the collaboration of metropolitan areas,because benefit driving has impact the local governments a long time,which has a big relationship among the Inadequate regulations of the metropolitan area,inadequate collaboration mechanisms,the lack of supervised implementing agencies and corresponding compensation mechanism interests.In view of these issues,in order to finer promote the metropolitan area’s development.It requires to establishment of coordinated management of inter-metropolitan administrative institutions;strengthen the metropolitan government policies and systems integration;encourage non-governmental organizations,the third sector to play an effective role in the ongoing reform and innovation;improve the legal system building.Taking full account of the composition between the interests of the various metropolitan area based on,coordinate and handle the contradictions in the metropolitan area,followed by a more metropolitan area in the local government to promote better collaboration and development.
