The Research On Constructing Cooperation Partnership Between Local Government And Trade Associations & Chambers

With the deepening of China’s reform and open-up and with the establishment and development of the socialist market economy,the government gradually delegated power to the market and the society,which spawned and helped to develop social organizations,and trade associations & Chambers stood out.The development of trade associations & Chambers in china was different from the other countries.Although they function as the bridge between the government and the enterprises,they have distinct Chinese characteristics.There has been administrative tendency in them,for they were promoted by the government.As the assistants of the government in economic and social transition,they butt in each profession and the domain in economy.This kind of cooperation between the trade associations & Chambers and government seemed to be effective in the short term,but do harmful for the development of economy,for it goes against the market rule essentially.Economic development is the first essence for local government,while how to coordinate the relationship between the government and trade associations & Chambers is of great significance.This thesis takes the relation between the local government and the trade associations & Chambers as the research object.Firstly,introducing the relevant concept definition and theoretical basis of research.And then using two typical trade associations & Chambers in Hui’an county as cases,analyzing the features of attachment type relations of cooperation between the local government and the trade associations & Chambers.Secondly,Analysis of the drawbacks existing in the current cooperation,including the cooperation is not based on the premise of equality;the trade associations & Chambers’ function degradation;lacking of effective communication mechanism,deficiency of supervision mechanism,etc;and then discussing the reasons causing the problems from concept level,management level and institutional level.Lastly,proposing the countermeasure and suggestions of constructing cooperation partnership between local government and trade associations & chambers,such as clarify the relation between them,strengthening trade associations & chambers’ autonomy,establishing cooperation supervision mechanism,and the trade associations & Chambers participate in public affairs management and so on.
