Along with the increase of stability of pressure, grass-roots government is increasingly take measures to solve social contradiction and conflict. As soon as possible in order to quell social conflict, the involved parties subject is generally not settle the dispute through legal channels, but take the processing means of "center". In this process, the government often as a third party for processing on both sides of the conflict contradiction at the cost of material, etc.This paper combed the academic field of social conflicts related theory resources,to grassroots government. Used in the process of social conflict management as the research object, different kinds of out the cause of the present government out behavior, the results and effects, advantages and disadvantages, and so on, finally puts forward some policy Suggestions. In the process of concrete research, the author combines the theoretical analysis and the research on, using the method of literature research, in-depth interviews and other research methods, for the "out of government" in China's rural social conflict management question has carried on the thorough research.Existing questions about "out of government" in the educational world research,on the basis of combining with the experience of the research on the author, the article argues that the current rural social conflict "out of government" in the treatment of the behavior is mainly manifested in the following aspects: using the security administration or political means to solve the problem, the grassroots government as well as the proliferation of "buy peace" behavior. The government out of social conflict management process, can be a great extent, to curb the expansion of conflict and deterioration, could appease conflict as soon as possible the negative influence to the society, not spread to the superior achievement assessment and evaluation of local government leaders, to a certain extent, is advantageous to the maintenance of rural social stability for the time being.However, there are many shortcomings in this way: reducing the government'scredibility, increasing the government's governance cost, intensify social conflicts,and lead to the waste of public financial resources, strengthen the government's stability. This out social conflict management style, although can solve the problem in the short term, it is more harmful than good, extremely easy to cause new social instability in the long run. So, in the process of grassroots governance, governance need to improve social conflicts, improve the social conflict management level and ability of the government, in order to better safeguard social harmony and stability in the countryside. Specifically, we can take measures to improve government performance in appraisal way, standardize the government administrative behavior,enhance the government administrative ability, and to improve the social contradiction and the mediation system, and actively learn from the advanced experience of foreign governance social conflicts, and a series of countermeasures, in order to further establish and be more scientific, reasonable and effective management system of rural social conflict. At the end of the day, at the grass-roots level government should improve the public service ability, do a good job in routine management to minimize the occurrence of social conflict. Once the social conflict appears, the grassroots government should also avoid using the measures of out solution. Rural social conflict management work, of course, impossible to pump, and it must be a long-term strategic project.
