Research On The Function And Limitation Of Government In Grassroots Social Governance

Grassroots social governance plays an important role in national governance,and its selection and application of method are related to the realization of the reforming goal.China is in the key period of economic and social transformation at the moment,complexity and uncertainty of the grassroots social environment is getting higher and higher,the limitation of traditional governance mode becomes more and more obvious.Because of the diversification of governance body,government function is necessary,but it is also limited.Therefore,it needs us to make research on the function and limitation of government in grassroots social governance.This paper makes following research based on roles positioning of government and society in governance.This paper takes Yinzhou district as research object.Firstly sorts out the related theories of governance、establishes analysis frame and summarizes main measures with field investigation and expert interview and other research methods.Then proposes problems existed in grassroots social governance which are lacking of overall system design in social governance system,unclear boundary between government and society,shortage of social capital as well as professional talents.Moreover,on the basis of learning experience at home and abroad,proposes countermeasures for improving grassroots social governance from aspects of basic system construction,social forces cultivation,working mechanism and method improvement,volunteerism cultivation and so on.
