"The 21 st Century Maritime Silk Road" is a new plan in accordance with international multilateral and domestic situation,which was timely put forward by Chinese General Secretary Xi Jinping when he attended the Indonesian parliament meeting.It is a significant strategic initiatives that China with Asian and African countries promote the construction of destiny community.In order to ensure the smooth construction progress of the new century maritime Silk Road,one of the most important prerequisite is to ensure the safety of sea lanes along the Silk Road.Numerous national population,religious culture and different interests along the channel lead to the complicated situation.In summary,there are many traditional and non-traditional security factors,such as the traditional military security presence,territorial disputes,political conflicts caused by war risks,and the non-traditional security threats including the maritime pirates threat of terrorism,the United States?Japan and other strategies to curb the hegemonic countries and cultural infiltration.These factors adversely affected the 21 st century maritime Silk Road.In this regard,we need to take some effective measures,establish various mechanisms for regional cooperation politically.And it is necessary to build AIIB and establish the Silk Road fund economically.What's more,China can strengthen the cooperation in the regional and international,in line with the Confucius Institute,foreign students in China,running the Chinese culture year,etc.Besides,it is encouraged to build a modern naval forces and strengthen maritime military deterrence strategy,improve military facilities and the military bases and other measures to jointly safeguard the 21 st century maritime Silk Road channel.
