| The 21st century is the century of the oceans.With the economic uprising and interests expanding,China’s economic dependence on the outside is also increasing.In October 2013,President Xi Jinping delivered a speech during his visit to Indonesia,proposing "We are willing to work with ASEAN countries to build the 21st Century’s Maritime Silk Road’," echoing the" Silk Road Economic Belt "put forward during his previous visit to Kazakhstan on September 7,which means the concept of the" Belt and Road "initiative has taken shape and has attracted wide attention all over the world.Six years after the Belt and Road initiative has been put forward,with the full cooperation of China and countries along the route,the construction of "Belt and Road"has steadily advanced.As the core component of the "Belt and Road" initiative,the 21st century maritime Silk Road,as a mutually beneficial trade channel,can not only strengthen China’s positive spillover effect on the external economy,but also solve the problem of uneven allocation of resources in the process of interaction between the two sides,and promote the effective allocation of production materials between China and the countries alongside the Maritime Silk Road.As an economic initiative to integrate regional resources and seek common development,the Maritime Silk Road in the 21st century has yielded considerable results over the past six years.In terms of policy communication,the policy of the Maritime Silk Road has been refined and perfected,and extensive communication has been made with the policies of other co-construction countries of the Maritime Silk Road.In terms of facilities connectivity,the construction of maritime inter-operability with port and waterway has been greatly developed,and the spatial layout of maritime connectivity has achieved the "four-ocean linkage ".In terms of trade and financing,significant progress and remarkable results have been achieved in the fields of maritime economy,investment,finance,etc.Of course,as an initiative of global regional linkage development,the "Belt and Road" has been unable to avoid the influence of the geopolitical and economic game between the major powers in the relevant regions since its coming into being.At the same time,the political situation of the participating countries along the route has increased the uncertainty of the construction of the Maritime Silk Road.As an inherent risk,non-traditional security threats have also profoundly affected the overall promotion of the Maritime Silk Road.The cognition and recognition of the Belt and Road strategy of the countries along the route have also brought great challenges to the construction of the Maritime Silk Road.Therefore,in order to further promote the construction of the Maritime Silk Road,China is suggested actively dealing with the security challenges existing in the construction of the Maritime Silk Road,and with the game of maritime order of great powers by advocating the concept of "Ocean Destiny Community" and constructing maritime mutual trust mechanism;cooperating and developing together by seeking strategic agreement with the Maritime Silk Road;alleviating the maritime rights and interests dispute in related sea areas by enhancing China’s voice in the South China Sea;playing the role of AIIB and Silk Road Fund through multi-level cooperation with countries along the route to jointly deal with non-traditional security threats.The Maritime Silk Road in the 21st century is a road of peace,development and prosperity,which is co-negotiated,co-built and shared,and is a great opportunity for China and the countries along the route.Therefore,only by always adhering to the principle of cooperation and co-construction,common development and lasting development with the co-construction of the Maritime Silk Road,can we promote the sustainable development of the maritime Silk Road in the 21st century and make the vision of "Belt and Road" come true at an early date. |
