Construction of service-oriented government is an important strategic measure during the Chinese socialist modernization. During the government report in 12 th National People’s Congress, Premier Li Keqiang also points out that China should comprehensively promote rule-by-law, speed up the construction of the government of rule of law, innovation government, clean and honest government and service-oriented government to enhance government government’s executive capability and credibility. The construction of service-oriented government requires a smart, capable and civil servant team with high quality that can be tested, among which the grass-roots civil servants is the main body and they are the forefront people who have the closest connection with people and directly face the public. Therefore, their service quality and service standard directly relates the construction of service-oriented government, relates to the prestige and images among the public. At present, the service consciousness, overall quality, administrative power and devotion spirit of the grass-roots civil servant in China cannot meet the demands of construction for service-oriented government; and its reason lies in the imperfect and unsound motivation mechanism for civil servants.Motivation is a concept that runs through the management of civil servants as well as a system regulation that induces behavior motivation and behavior choices by combining with its demand. With the emphasis on the motivation for grass-roots civil servants by the Party and China, the salary, performance and checking for grass-roots civil servant are constantly improved. However, since the promotion for motivation mechanism for grass-roots civil servants in China is not long and is still on research, the operation effect for motivation mechanism is not so obvious. Starting from the status quo of motivation mechanism for grass-roots civil servant in China, this paper analyzes the problems existed in the motivation mechanism for grass-roots civil servants at presents and analyze their reasons by applying relevant theories for motivation mechanism, and proposes the grass-roots motivation mechanism that suits the demands of construction of service-oriented government under the basis of referring to the successful experience of motivation mechanism in China and abroad. And then it connects the theory with the reality and discusses the research results by combining with concrete cases.The innovation in this paper lies in that it applies the theory of dynamic-driven, benefits-driven and glamour leadership theory to analyze and guide the construction of motivation mechanism for grass-roots civil servants in China apart from referring to comparatively mature contents and process-motivation theory, and it especially proposes that it should emphasize the importance of glamour leaders in the motivation mechanism, which is a highlight in this paper. Besides, this paper applies the core concept of service-oriented government to guide the construction of motivation mechanism for grass-roots civil servants in China and provides a new perspective for the study on motivation mechanism for civil servants; and then it improves the civil servants motivation mechanism in China by the features and demands of grass-roots civil servant by the construction demands of service-oriented government, which enriches the study on the motivation mechanism for national civil servants.
